Provincial Nomination Program

To immigrate to Canada through the Provincial Nominee Program (PNP), you must have been nominated by a province or territory.

The first thing to do is to apply for the PNP of the province or territory where you want to settle. To be eligible for this program, you must have the skills, education and work experience necessary to establish yourself in Canada and to support yourself and your family.

Each province or territory will assess whether you will be able to meet the needs of its economy and labor market, as well as those of Canada. You will also be told how long it will take to process your request.

Once the province or territory has approved your application, you will need to apply for permanent residence before the deadline. The province or territory will tell you if you need to apply through Express Entry or the regular application process:

Appointment for an Express Entry PNP Stream: If you are not already in the Express Entry pool, you will need to create an Express Entry Profile and be accepted into the pool. You can start the process using our Come to Canada tool.

Appointment under a PNP stream other than Express Entry: Applicants seeking permanent residence who have been designated under a PNP stream other than Express Entry should apply using the process. usual request.

The selection process and conditions for obtaining a certificate of nomination as a candidate from a province may vary from province to province. To find out what you need to do before you apply, visit the provincial or territorial website.

ONTARIO PNP

The Ontario Immigration Nominee Program (OINP) targets foreign workers, international students and others with the right skills, experience and education to apply for a nomination for permanent residence in Ontario.

Employer job offer category

The employer job offer category has three streams. Applicant must have a full-time and permanent job offer from an Ontario employer to qualify.

1- International Student With Job Offer

The International Students stream targets foreign nationals who have completed at least half of studies in a Canadian educational credential and who have a job offer from an Ontario employer. Job offer not required to be related to studies.

Criteria to be qualify for this category:

  • Job offer NOC 0, A, B;

  • 2- year full-time diploma/ degree OR 1 year post-graduate certificate;

  • Employer Pre-screen Approval letter, Job Offer letter, Joint Verification form, and Pre-screen Position form required.

2- Foreign Worker With Job Offer

Foreign Worker Stream is an immigration stream under the Ontario Immigrant Nominee Program. This stream targets foreign workers in and outside of Canada.

Criteria to be qualify for this category:

  • Job offer NOC 0, A, B;

  • 2 years of work experience in the last 5 years OR have a valid relevant licence in Ontario for Regulated occupation;

  • Employer Pre-screen Approval letter, Job Offer letter, Joint Verification form, and Pre-screen Position form required.

2- In-Demand Skill With Job Offer

In-Demand Skills Stream is an immigration stream under the Ontario Immigrant Nominee Program which targets foreign workers with a job offer in specific in-demand occupations, and gives them the opportunity to apply for Permanent Residency of Canada. This stream is open to foreign workers in and outside of Canada.

Eligible occupations are as following:

  • industrial butchers and meat cutters, poultry preparers and related workers

  • residential and commercial installers and services

  • transport truck drivers

  • heavy equipment operators (except crane)

  • harvesting labourers

  • general farm workers

  • construction trades helpers and labourers

  • home support workers and related occupations, excluding housekeepers.

  • nurse aides, orderlies and patient service associates

– nursery and greenhouse workers

Criteria to be qualify for this category:

  • job Offer NOC C, D in an eligible occupation;

  • 1 year full-time work experience in Ontario;

  • High School Diploma;

  • Proof of funds OR income;

  • Signed employment form.

Human capital category

The human capital category has two sub-categories, the international graduate streams and Ontario’s Express Entry streams. 

1- International graduates

To qualify under this program, applicant must have a  Masters or PhD degree from an eligible Ontario university and apply within two years of getting the degree. Job offer is not required and the applicant must apply within 2 years after graduation.

Criteria to be qualify for Masters Graduate category:

  • CLB 7;

  • Residing in Ontario or out side of Canada at the time of applying;

  • Proof of fund OR income.

Criteria to be qualify for PhD Graduate category:

  • Studied at least 2 years of program in Ontario;

  • Proof of fund OR income.

2- Ontario’s Express Entry

To qualify under Ontario’s Express Entry streams, applicant must have a profile in the federal government’s Express Entry system and receive a Notification of Interest from Ontario. This category has 3 sub-categories.

1- Skilled Trade 

This is an immigration stream under the Ontario Immigrant Nominee Program (OINP) which targets foreign nationals with Ontario work experience in eligible skilled trades  and gives them the opportunity to apply to permanently live and work in Ontario.

Work experience should be listed in Minor Group 633 or Major Groups 72, 73 or 82 of the National Occupational Classification (NOC).

Criteria to be qualify for this category:

  • Have an Express Entry Profile and Notification of Interest from Ontario;

  • 1 year full-time work experience in Ontario in the last 2 years;

  • Have a valid work permit ;

  • Living in Ontario;

  • CLB 5 in English or French;

  • Proof of fund OR income;

  • Trade Certification from Ontario College of Trades (if applicable).

2- Human Capital Priorities

This Stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP) which gives foreign workers with the required skilled work experience, language abilities and education the opportunity to apply to permanently live and work in Ontario.

Applicant  must have a profile in Express Entry system and receive a Notification of Interest from Ontario before applying to be nominated by the Ontario government for permanent residence.

Criteria to be qualify for this category:

  • Have an Express Entry Profile and Notification of Interest from Ontario;

  • Bachelors, Masters or PhD degree ( obtain in or out side of Canada);

  • 1 year, paid and full-time work experience  in NOC 0, A, B;

  • CLB 7;

  • Proof of fund OR income.

3- French- Speaking  Skilled Worker

This stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP) which gives French-speaking skilled workers with strong English language abilities the opportunity to apply to permanently live and work in Ontario.

Applicant must have a  profile in Express Entry system and receive a Notification of Interest from Ontario before applying to be nominated by the Ontario government for permanent residence.

Criteria to be qualify for this category:

  • Have an Express Entry Profile and Notification of Interest from ON;

  • CLB 7 in French AND CLB 6 in English;

  • Bachelors, Masters or PhD degree;

  • 1 year full-time paid work experience in NOC 0, A, B;

  • Proof of fund OR income.

Business category

This category targets entrepreneurs from outside of Canada interested in starting a new business or buying an existing business in Ontario.

It gives an entrepreneur (and up to one foreign national business partner) the opportunity to be nominated for permanent residence once their business has been established in Ontario.

Criteria to be qualify for this category:

  • Submit an Expression of Interest (EOI);

  • Have at least 24 months in the last 60 months full-time business experience as a business owner or as a senior manager;

  • Net worth $800,000 CDN within the Greater Toronto and $400,000 CDN out side of the Greater Toronto (in the information and communications technology/digital communications sector, regardless of location, net worth would be  $400,000 CDN.);

  • Personal Investment $400,000 CDN within the Greater Toronto and $200,000 CDN out side of the Greater Toronto (in the information and communications technology/digital communications sector, regardless of location, net worth would be  $200,000 CDN.);

  • Creating job  within the Greater Toronto for 2 Canadian/Permanent Resident, and out side of the Greater Toronto for 1(in the information and communications technology/digital communications sector, regardless of location, job creation would be for 1 Canadian/Permanent Resident);

  • 1 business visit in the last one year (if applicable).

British Colombia 

The B.C. Provincial Nominee Program offers different ways to become a permanent resident in B.C. in different categories base on National Occupation Classification skill level, job, or international student status.

Skills Immigration

British Colombia Skills Immigration Program targets applicants who have skills and qualifications needed by B.C.employes. There are different sub-categories under this program.

1- Skilled Workers

Criteria to qualify for this category:

  • Job offer NOC 0, A, B;

  • 2 years of related work experience; and 

  • Applicable credentials.

2- International Graduate

Criteria to qualify for this category:

  • Job offer NOC 0, A, B;

  • Graduate from a Canadian designated learning institute (degree/diploma) ; and

  • Must apply within 3 years after graduation.

3-International Post-Graduate

Criteria to qualify for this category:

  • Graduate from a Canadian designated learning institute (Masters or PhD) in B.C. in the last 3 years; and

  • Program must be in natural, applied or health sciences.

4- Healthcare Professional

Criteria to qualify for this category:

  • Job offer from a public health authority as nurse,  nurse practitioner, psychiatric nurse, physician, specialist, midwife or allied health professionals; and

  • 2 years of related work experience. 

5- Entry Level and Semi- Skilled

The Skills Immigration (SI) – Entry Level and Semi-Skilled category of the BC Provincial Nominee Program (BC PNP) is a way for workers in a valid tourism/hospitality, long-haul trucking or food processing occupation to gain permanent residence in B.C.

Criteria to qualify for this category:

  • Job offer NOC C, D in: tourism/hospitality, long-haul trucking, food processing;

  • For Northeast Development Region all NOC C, D occupations are admissible except live-in caregiver;

  • Have been working full-time for the employer for a minimum of 9 consecutive months before applying; 

  • Long-haul truckers must have 2 years of experience in the 3 last years, a valid B.C. Class 1 driver’s licence and brake endorsement;

  • High school diploma; and 

  • Proof of  fund prior applying.

Express Entry BC

Express Entry BC is a faster way for eligible skilled workers to immigrate to B.C. who must also meet the minimum criteria for Federal Skill Worker, Federal Skill Trade or Canadian Experience Class and have and Express Entry profile number and job seeker code. 

After  receiving  an Express Entry profile number and a Job Seeker validation code, applicant  can register with the BC PNP.

Entrepreneur Immigration

B.C. Entrepreneur Program targets experienced business owner-managers or senior business managers who want to live in British Columbia. Applicants who get the work permit must start a new business or buy an existing business, and participate in the day-to-day management duties. After operating the business for a minimum of 550 days, the applicant may be nominated for permeant residency.

Criteria to qualify for this category:

  • Net worth $600,000;

  • Investment $200.000. in a new or exciting business ( 33.3% ownership) or $400,000 (if proposing a key staff member);

  • Post-secondary education or 3 years relevant business ownership experience;

  • Create 1 new job in  the 1 year after arrival ( 3 job opportunities in case of proposing a key staff);

  • Reside within 100 kilometre of the business location; and 

  • Have lived in B.C. for at least 75% of the time while ob a Work Permit.

B.C. Tech Pilot Program

The B.C. Tech Pilot Program targets skilled applicants working in one of BC’s in-demand tech occupations. It would be open to foreign workers with relevant work experience and qualifications, AND to international students who studied technology in Canada.

Criteria to qualify for this category:

  • Job offer in an eligible  BC’s in-demand tech occupations for at least 1 year;

  • Support letter provided to facilitate work permit application; and 

  • Comply with one of the B.C. PNP Skills Immigration or Express program requirements.

STRATEGIC PROJECTS

The Strategic Projects program is a part of the BC Provincial Nominee Program (BC PNP) Entrepreneur Immigration stream, and targets foreign corporations who have identified strategic investment opportunities in B.C. to establish operations that are integral to the growth and expansion of their core business. They can establish or purchase and expand an eligible business in B.C. and can bring 5 key employees.

After successfully operating the BC enterprise for a period of time, the staff members involved will be nominated for permanent residency once the conditions of the Agreement have been met. 

Criteria to qualify for this category:

  • Investment $500,000;

  • Create 3 new jobs for each key employee;

  • Exploratory visit and interview required;

  • Sign a Performance Agreement.

New Brunswick

New Brunswick Entrepreneurial Stream

This category targets entrepreneurs who are experienced business owners and senior managers and gives them the opportunity to become permanent residents by owning a business in New Brunswick (NB) and managing it, while residing in the Province.

Criteria to be qualify for this category:

  • 65 points pass mark and submit an Expression of Interest (EOI);

  • 22-55 years of age;

  • Completed 2 years full-time  post secondary education;

  • CLB 5;

  • Net worth $600,000($300,000 must be liquid and unencumbered funds);

  • Investment $250,000;

  • 3 years out of 5 years of experience in managing and owning a business( of at least 33.35)OR 5 years of experience in a senior business management role;

  • Exploratory visit can interview ( If required);

  • Sign a deposit  agreement for $100,000 to be refunded after one year operating the business;

  • Create 2 full-time jobs;

  • Must keep operation the business for 2 years after the deposit is refunded.

New Brunswick Post Graduate Entrepreneurial Stream

This category targets recent foreign graduates from a recognized university in New Brunswick (NB) or the NB Community College. Applicants  have studied for  at least two years full-time who subsequently started or acquired a business in NB and operated it for at least one year, while on a valid Post-Graduate Work Permit. They must also settle in the province  permanently.

Criteria to be qualify for this category:

  • 65 points pass mark and submit an Expression of Interest (EOI);

  • 22-40 years of age;

  • Completed 2 years full-time  post secondary education in New Brunswick;

  • CLB 7;

  • Have owned (%100) and operated a business in New Brunswick  for at least 1 year;

  • Have a Valid Post-Graduate Work Permit;

  • Have lived in New Brunswick during the study;

  • Interview required;

  • Create 1 full-time job;

  • Commit to not selling the business for 3 years after receiving PR.

New Brunswick Skilled Worker With Employer Support Steam

This category targets high-skilled foreign workers with a valid job offer from a New Brunswick employer, and gives them the opportunity to apply for Permanent Residency of Canada.

Criteria to be qualify for this category:

  • 50 points pass mark and submit an Expression of Interest (EOI);

  • Job offer at any NOC level ( NOC C,D skill type 1,3, 7, 8, 9);

  • 22- 55 years of age;

  • At least high school diploma;

  • 1 year out of 5 years related work experience.

New Brunswick Express Entry Steam

This category targets high-skilled foreign workers who can contribute their experience to New Brunswick economy, and gives them the opportunity to apply for Permanent Residency of Canada.

In order to be eligible for the stream, a candidate must have an active profile in Express Entry under the Federal Skilled Worker (FSW) program.

Criteria to be qualify for this category:

  • Have an Express Entry profile and job seeker code;

  • 67 points pass mark and submit an Expression of Interest (EOI);

  • 22-55 years of age;

  • High school Diploma;

  • CLB 7;

  • 1 years of work experience in the last 10 years in NOC 0, A, B;

  • Currently living in New Brunswick and working under NOC 0,A, B;

  • Sign a Commitment to live and work in the province.

Newfoundland and Labrador

Newfoundland and Labrador International Entrepreneur Stream

This Category targets experienced business owners or senior business managers who wish to start or acquire a business in Newfoundland and Labrador and who intend to provide active and ongoing participation in the day-to-day management and direction of a business.

Criteria to be qualify for this category:

  • 21-59 years of age;

  • Minimum high school diploma;

  • Net worth $600,000;

  • Investment $200,000;

  • Create 1 full-time job;

  • 2 years out of 5 years of experience in managing and owning a business( of at least 25%) OR 5 years and more experience in a senior business management role;

  • CLB 5;

  • An exploratory visit if applicable;

  • Submit an Expression of Interest (EOI).

Newfoundland and Labrador International Graduate Entrepreneur Stream

This category targets graduates of Memorial University or College of the North Atlantic who have already started or bought a local business and maintained day-to-day operations for at least one continuous year. This stream gives applicants the opportunity to apply for Permanent Residency of Canada

Criteria to be qualify for this category:

  • Be at least 21 years old;

  • Completed 2 years full-time post secondary education (diploma/degree) at Memorial University or College of the North Atlantic;

  • Create 1 full-time job;

  • Valid Post-Graduate Work Permit;

  • 1 year of work experience in managing and owning (33.33% minimum ownership) the current business in the province;

  • CLB 7;

  • Submit an Expression of Interest (EOI).

Newfoundland and Labrador International Graduate Stream

This category targets  recent graduates who have a Post-Graduate Work Permit and a job or job offer from a Newfoundland and Labrador employer.This stream gives them the opportunity to apply for Permanent Residency of Canada, and must apply within 2 years after degree/diploma was granted.

Criteria to be qualify for this category:

  • Completed a minimum of a full-time two-year diploma/degree OR 1 year Post-Graduate Certificate in Canadian Designated Learning Institute;

  • 21-59 years of age;

  • Job OR job offer related to studies at any NOC (must be at least  for 2 years);

  • Have a Valid Post-Graduate Work Permit (6 months remaining);

  • Affidavit of employer OR education/training documents to prove language ability for NOC 0, A, B;

  • 1 year of work experience if studies outside Newfoundland.

Newfoundland and Labrador Express Entry Skilled Worker Steam

This category targets high-skilled workers with a valid job offer from a Newfoundland and Labrador employer, who are in the Express Entry Pool. This stream gives them the opportunity to apply for Permanent Residency of Canada.

Criteria to be qualify for this category:

  • Have an Express Entry profile and job seeker code;

  • 67 points pass mark out of 100;

  • Job OR job offer NOC 0, A, B from a Newfoundland and Labrador employer (must be at least  for 2 years);

  • 1 year work experience under NOC 0, A, B in skilled profession/ 2 years in skilled trades.;

  • 1 year of Post-Secondary Degree/Diploma;

  • CLB 5;

  • Have OR be entitled to apply for a Work Permit.

Newfoundland and Labrador Skilled Worker Steam

This category targets international workers who have skills that are beneficial to the labour market, and have a guaranteed offer of employment from a local employer, or be currently working in the province on a valid work permit. Employers must also demonstrate a need for the applicant’s skill set.

Criteria to be qualify for this category:

  • Job OR job offer in any NOC (must be at least  for 2 years);

  • 21-59 years of age;

  • 1 years of work experience;

  • Have OR be eligible for a Work Permit ( Post-Graduate Work Permit holders NOT eligible);

  • Affidavit of employer OR education/training documents to prove language ability for NOC 0, A, B;

  • Proof of found;

  • No more than 10% ownership in a business in which the applicant is employed.
