If you have sponsored a family member whose application for permanent residence has been refused, you can appeal this decision to the Immigration Appeal Division (IAD) to explain why the visa application should be to be accepted. This is referred to as a sponsorship appeal (IRPA subsection 63 (1)). In addition, you can use the IAD if you are a permanent resident or a Canadian citizen and you have applied to sponsor the immigration of a family member to Canada and the visa application has been refused by Immigration, Refugees and Citizenship Canada (IRCC).
